Warren
County's decision to construct a new, standard compliant detention
facility was due in part to the age and condition of their previous
jail and the pressure imposed by the State's 1983 Comprehensive
Jail Standards. Warren County was one of the first county
facilities to realize the potential for revenue production.
By building a substantially larger facility than their need required,
they were able to take full advantage of housing revenue producing
non-county inmates, helping defray the cost of operations and debt
service.
This
225-bed facility is located in downtown Bowling Green and adjoins
the courthouse annex with a secure pedestrian bridge over a city
street. Wall construction is mortar and rebar filled concrete
block and a brick facing was used to help the jail blend with other
structures in its urban setting. The roof structure is precast
hollowcore concrete slabs. Glass-clad polycarbonate glazing,
electro-mechanical, as well as manual penal locking systems are
used throughout.
The
jail houses pre-trial and sentenced adult men and women and juvenile
inmates in separate minimum, medium and maximum security areas.
It is one of the first jails to use stacked housing units
in a pod arrangement and satellite control rooms.
