What you need to know about criminal justice architecture before you build
Project: Scott County Detention Center

Location: Georgetown, Kentucky

Scott County had been trying to deal with its detention needs in an outdated and inadequate facility for many years. Only through the assistance of the Department of Corrections and numerous "band aid" renovation projects had the existing jail been able to remain in use.

 

In addition, space in the Scott County Courthouse was cramped and more room was needed to house the offices of the Administrative Office of the Courts.   That year, CMW prepared a feasibility study, which indicated that Scott County could fill a 90-bed detention center.

 

The solution was the Scott County Jail and Justice Building - a multi-level combination judicial and detention center.   The two areas are connected, although divided by a fire and security wall. Controlled access is available from the jail to the courtrooms.  

 

The detention center is a two-story building of 18,230 square feet.   It is designed for the addition of a future third floor, which will add 30 beds.   The facility's construction is reinforced block masonry walls, brick exterior, pre-cast concrete plank floor systems on structural steel framing, and a security elevator.   It consists of 90 beds for adult males and females with all levels of custody, detoxification, holding, diversion/holding, and isolation areas.

 

The Justice building is a three-story building of 21,335 square feet.   Its construction is concrete block and brick exterior, concrete floors on steel bar joists supported by a structural steel framing system, gypsum board on steel stud interior partitions, painted and vinyl wall covering, resilient tile and carpet for floors, acoustical ceilings and an elevator. The circuit court has one courtroom, grand jury room, twelve-man jury room, circuit judge's suite, court reporter's office and law library.   The district court has one small courtroom and one large courtroom, district judge's suite and jury room. Witness rooms are also provided for joint use.   The Circuit Clerk, Commonwealth Attorney, Sheriff and County Attorney also have offices in the building.   

 

Construction on this project began in the spring of 1990 and was completed in December 1991.

 

CMW began design on this project in July 1987, and completed construction documents in August 1989.
