The
Carroll County Fiscal Court, in agreement with the Kentucky Administrative
Office of the Courts (AOC), realized the need to increase the County's
court space. It was felt that expanding the present courthouse,
built in 1884, was an unacceptable alternative.
At
about the same time, the County was making a decision to construct
a new jail, since their present City jail did not comply with State
Detention Facility Standards. The decision was made to construct
both a detention facility and a courthouse building. The
buildings are on a five-acre site and positioned adjacent to each
other. The adjacency was planned for several reasons.
The proximity to each other allowed the facilities to share water,
sewer and electric service, as well as parking. There were
also inmate-related benefits - ease of inmate movement and less
chance for security breaches during court hearings.
The
court facility is a single story, 14,100 square foot masonry and
steel building with exterior walls of split face and ground face
concrete block. The structure is composed of steel joists
and a metal deck roof with a concrete slab on grade floor.
The building design is organized around a central public lobby,
and the main public entrance is capped by a prominent dome structure.
The new courts facility houses both Circuit and District
courtrooms and their respective office and administrative spaces.
Also included are the Circuit Clerk's area, as well as offices
and ancillary spaces for the County Attorney.
Construction
of the building began in October of 1991 and was completed in the
fall of 1992.
