Bullitt County Justice Center

Shepherdsville, Kentucky
The
Project consists of the design and construction of a new three-story,
51,000 square foot building in Shepherdsville to house the circuit,
district and family court system in Bullitt County. The building
includes five courtrooms with related support spaces, judge office
suites, circuit clerk offices, and court support services, including
office areas for court designated worker and pretrial services.
The
Project was originally under design by another architectural firm.
Since the start of construction in the summer of 2002, many
unique, unusual and challenging conditions have developed.
Early
into construction the steel contractor defaulted and their bonding
company took over the steel work using a replacement steel contractor.
Various construction disputes and delays started to accrue.
In January 2004 the mechanical contractor defaulted.
Then in April 2004, at a point where construction was about 50%
complete, but about 75% behind the original completion schedule
and was continuing without a replacement mechanical contractor,
the Architect defaulted. At the same time the construction
manager defaulted.
CMW
has been selected as the replacement Architect to provide the necessary
architectural and engineering services to complete the Project.
Our services started out as forensic, discovering conditions
detrimental to completing the work. For example, it was discovered
that the roof drainage system was not completely connected and was
discharging into the exterior wall. This created a condition
which promoted mold growth on the interior face of the exterior
wall.
CMW,
in conjunction with the replacement construction manager, is currently
evaluating incomplete and unresolved conditions and proposing solutions
which will permit the work to be completed. In addition,
we are involved in evaluating contractor claims that are related
to the overall construction delay and performance of the defaulted
steel and mechanical contractors, construction manager and Architect.
